Once upon a time in China: Kerry greets Jinping on Valentine's Day

BEIJING: US Secretary of State John Kerry met Chinese President Xi Jinping Friday, as Washington’s security allies Tokyo and Manila fret over China’s far-reaching territorial claims.
Kerry started his Valentine’s Day visit with discussions with Xi at the Great Hall of the People, followed by talks with Chinese Foreign Minister Wang Yi.
The top US diplomat’s trip comes at a pivotal moment for the region, with flaring disputes between Beijing and Tokyo over their World War II history and disputed islands in the East China Sea sending relations between the Asian powers plummeting to their lowest point in recent years.
The issue of North Korea is also high on the agenda for Kerry’s visit, with Washington hoping to secure Beijing’s help in prodding its belligerent ally to take meaningful action towards denuclearisation.
At his talks with Wang, Kerry told reporters that his meeting with Xi “was a very constructive one, very positive, and I’m glad we had an opportunity to dig into the detail of some of the North Korea challenges”.
He made no mention of the security or other disputes facing both countries, but noted that “we’re succeeding in finding what we call big-ticket items to be constructive on,” such as Syria, Afghanistan and Iran.
China stands ready to work with the US, Wang said, “so that we can truly reflect the principle of non-confrontation, non-conflict, mutual respect and win-win cooperation in all aspects of our relationship”.
Fears of an aerial or maritime clash over the East China Sea islands have spiked following Beijing’s recent declaration of an air defence identification zone in the area’s skies. Patrol boats from both countries regularly shadow each other in the waters near the islands.
At the same time Beijing has been acting increasingly assertively in the South China Sea, which it claims almost in its entirety.
In remarks Thursday night before leaving Seoul, the first leg of his Asia trip, Kerry reaffirmed that the East China Sea islands, called Diaoyu by Beijing and Senkaku by Tokyo, fall under the security treaty that obliges the US to intervene on Japan’s behalf if it is attacked by a third country.
“That is the position of the United States with respect to those islands,” he said, referring to them by their Japanese name.
Kerry refrained from weighing in, however, on the issue of Japanese Prime Minister Shinzo Abe’s December visit to the controversial Yasukuni war shrine, a move that infuriated both Beijing and Seoul and drew a rebuke from Washington.
While there is “legitimate concern about the past”, Kerry said, there are also “issues of enormous current pressing concern that deal with security that are relevant in terms of today, not in terms of history”.
“And it is vital for us to be able to continue to stay focused on the high stakes, in terms of everybody’s lives right now, of those issues,” he said.
Kerry stressed in Seoul that the US would never accept the North as a nuclear state and that it would not be drawn into “talks for talks’ sake” with Pyongyang.
“We’ve been through that exercise previously, we want to know that this is real,” he said, adding North Korea had to take “meaningful action” towards denuclearisation before a dialogue could begin.
Chinese state media, however, remained focused on the historical issues at play, with the China Daily newspaper on Friday running an editorial cartoon depicting Abe offering a Valentine’s Day rose to a dead kamikaze pilot’s skull.
The cartoon appeared to be a reference to a recent bid by the Japanese city of Minami-Kyushu for World War II kamikaze fighters’ farewell letters to be included in a UNESCO world heritage register, a move that drew swift condemnation from Beijing and Seoul.
The Global Times newspaper, which is close to China’s ruling Communist Party, wrote in an editorial Friday that while Kerry’s visit to Beijing is expected to be a “smooth” one, the US’ promised “pivot” to Asia “has triggered pressure on China’s strategies”.

US willing to help comatose Shahzaib as his family ‘considers their options’

WASHINGTON DC: The United States on Thursday said that they were trying to help comatose Pakistani student Shahzaib Bajway in every way possible, but that his family has to consider their options.
In a press briefing on Thursday by the US State Department, deputy spokesperson Marie Harf said that the American “embassy has been in regular contact with his family, including facilitating travel by family members to the US to be with him.”
“And here in Washington we have continued to work with the family, with the hospital, and the Pakistan Embassy to ensure this student receives the best care.”
Commenting on Shahzaib’s future treatment, Harf said that Shahzaib’s family should ‘weigh’ the number of factors involved in doing so.
“We’re working with his family as they decide on treatment options and we’ll help them maintain flexibility in terms of his status,” she said.
During the press briefing, she was asked whether or not the US would help with Shahzaib’s status if the hospital decides that medical care in the US is best for him, given his condition. The spokesperson replied by saying that the matter was complicated. “It’s a complicated question and it’s a hypothetical.”
“We are committed to helping the family maintain flexibility and maintaining his status, yes. And we’ll see as the family makes decisions what might need to be done.”
Muhammad Shahzaib Bajwa, 20, was spending a semester in an exchange programme at the University of Wisconsin-Superior, studying anthropology and sociology.

What was meant to be an academic semester abroad through a State Department-backed exchange programme has turned into a Kafkaesque journey through US insurance, medical and visa regulations for the family from Faisalabad.

US Congressmen told about Pakistan's concerns on regional security

ISLAMABAD: A four-member bipartisan delegation of the Sub-committee on Defence of the United States House Appropriations Committee (US-HAC) held meetings with Finance Minister Ishaq Dar and Foreign Secretary Aizaz Ahmed Chaudhry in Islamabad on Friday.
The delegation was led by the Sub-committee Chairman Congressman Rodney P Frelinghuysen.
Pakistan-US bilateral relations including economic‚ security and counter-terrorism issues‚ as well as the regional situation were discussed, a release stated.
Foreign secretary Aizaz Chaudhry highlighted Pakistan’s focus on economic and energy sectors. Pakistan’s commitment to promote relations with its neighbours for regional security and stability were also discussed.
The foreign secretary stressed on the importance of Pakistan’s relations with the United States and appreciated US assistance to counter terrorism.
The US congressmen acknowledged the importance of Pakistan-US relationship, especially in the current international scenario, and voiced support for consolidation of democracy in Pakistan.
The US side also appreciated Pakistan’s efforts for countering terrorism and its role in the promotion of regional peace and stability‚ especially in the backdrop of US drawdown from Afghanistan during the current year.
Meeting with finance minister 
Minister of Finance Ishaq Dar briefed the US-HAC delegation about the role, mandate and functioning of Pakistan’s Ministry of Finance.
The minister underscored the government’s emphasis on three specific areas of development focus: “Economy, Energy and Security” in the wider context of regional and international situation as well as sharing an update on bilateral relations.
He reiterated that clearance of Coalition Support Funds (CSF) from USA needed to be streamlined and quickened to meet regional political exigencies.
It was placed on record that Pakistan’s ongoing financial stringencies in the wake of instant security situation in the Af-Pak Region needed special attention by both the countries in post-allied forces withdrawal in 2014 onwards.
It was impressed upon the visiting USA-HAC delegation that Pakistan did have noticeable concerns in the context of ongoing complex regional security situation which primarily constituted Pakistan’s current democratic government’s political focus for peace to be given a fair chance.
Dar brought home to the visiting USA-HAC delegation the enormity of Pakistan’s human and economic loss in the wake of ongoing war on terror.
He underlined that the political government and the armed forces in Pakistan are on one page in prioritising strategic options to curb terrorism and attain the mutually-shared goals of peace in the region.
The US delegation expressed its fullest understanding of the untold sacrifices rendered by Pakistan in terms of loss of human life and persistent setbacks to national economy.
The delegation assured the Pakistani side to continue to work for supportive efforts to scale down all procedural impediments in order to streamline CSF processing.
The Pakistani side, led by Senator Mohammad Ishaq Dar, also presented a political review of Af-Pak situation in post-Nato and USA forces withdrawal that did merit strategically worked out prudent handling, taking stock of historical political factors relating to a difficult geographical terrain in the region.
It was stressed that Pakistan and USA needed to join their efforts leading to a compact strategic deliberations process which did have a positive political forecast resulting in political and economic stabilization in Af-Pak Region.
The minister emphasised that both the countries needed to re-focus their strategic considerations in the region and mutually work for political and economic rehabilitation of a war-torn part of South West Asia.
The present democratic government in Pakistan shared its commonality of views with its USA counterparts beyond 2014 in terms of bilaterally useful alliances which also took into account all political, economic and military dimensions of a complex situation in the region, the minister added.
The Pakistani side further impressed upon its American counterparts the significance the people of Pakistan attached with cherished moderate value system that did merit deeper understanding by USA government and the people both.
Rodney Frelinghuysen appreciated Pakistani citizen’s social diaspora in USA, describing it entrepreneurial, dynamic and energetic which usefully is contributing to USA’s political economy in all sectors of development.
He assured the finance minister of USA’s continued support that would focus mutually beneficial work for peace and stability in the Af-Pak region through a package of political and economic support that is bilaterally identified.
The Ambassador of USA to Pakistan Richard Olson also attended the meeting.

Wapda awards $312 million contract for Tarbela 4th Extension Hydropower Project

LAHORE: The Pakistan Water and Power Development Authority (WAPDA) on Friday, after securing approval of the World Bank, awarded a contract worth $312 million to a consortium for electro-mechanical works for the 1,410 mega watt (MW) Tarbela fourth Extension Hydropower Project.
The consortium comprises of two internationally renowned companies, Voith Hydro of Germany and Voith Hydro Shanghai of China.
According to a press release, the agreement was signed at Wapda House in Lahore on Friday. Project Director Tarbela 4th Extension Hydropower Project and Chief Executive Officers of both firms signed the agreement on behalf of Wapda and the consortium respectively.
Chairman Wapda Syed Raghib Abbas Shah, members of the authority and other senior officers of Wapda were also present.
It is pertinent to mention that the civil works of the project are already underway. The project has been scheduled to be completed in three-and-a-half-years at an estimated cost of $928 million of which the World Bank is providing $840 million.
Tarbela 4th Extension Hydropower Project is a part of least-cost electricity generation strategy of the federal government being implemented by Wapda.
Terbela 4th Extension Hydropower Project is expected to increase generation capacity of Tarbela Hydel Power Station from 3,478 MW to 4,888 MW, after installation of three units of 1410 MW on tunnel no. 4.
On completion, Tarbela 4th Extension Hydropower Project is expected to add about 3.84 billion units of low-cost electricity to the National Grid per annum. Annual benefits of the project have been estimated at about Rs30.7 billion. The project will pay back its cost in just three years. It will also be instrumental in saving foreign exchange on import of almost one million ton of furnace oil annually, required for the equivalent generation of electricity from thermal sources.

Stephan El Shaarawy has stressed his desire to remain at AC Milan after being the subject of an offer from an unnamed Russian club.
The 21-year-old has been plagued by injury problems this season - having made only one start in Serie A - as the Rossoneri have endured a disappointing campaign so far.
The Italy international revealed he rejected the chance to leave San Siro last month, claiming he wants to win silverware with Clarence Seedorf's side.
"There has been an offer from a Russian team, but I decided to stay at Milan because that’s what I want," El Shaarawy told Corriere dello Sport. "It’s my intention to become a champion here."
Massimiliano Allegri was replaced by Seedorf as coach in January amidst their turbulent 2013-14 campaign and El Shaarawy is determined to be a part of a new era at San Siro.
"I’ve been dogged by bad luck," he added. "In September I had a muscular problem and since then I have had a succession of niggles.
"And it culminated in December with the operation on my foot. It’s important for me to get back to Milanello as soon as possible and try to heal.
"It’s been a difficult few months, what with the injury and the coaching change. I owe Allegri a lot - he immediately gave me confidence when I came into the team.
"But I’ve had Seedorf as a team-mate and he helped me in the locker room in the past. I know he can do a great job.
"I’ve never felt excluded from this team, even when I was at my lowest with injury."

Borussia Dortmund midfielder Ilkay Gundogan's future remains unresolved, according to his agent and father Irfa.

The Germany international's contract expires at the end of next season and he has been linked with a move to Manchester United and Real Madrid this summer.

However, his representative insists that they will speak to BVB before making a decision either way and is eager for his son to recover from a lengthy back injury before discussing his future.

"Everything is open. Dortmund are our first point of contact," he told Kicker.

"We do not want to burden the boy with that. Ilkay must get healthy first. We will definitely sit together after that."

Gundogan has made just three appearanes for Dortmund this season, having picked up his troublesome back problem while playing for Germany in August

Former Chelsea and Southampton left-back Graeme Le Saux has warned Luke Shaw against a move away from St Mary's Stadium and believes that his development would be best served on the south coast.

As revealed by Goalthe Saints face a struggle to retain the 18-year-old's services, with the boyhood Chelsea fan keen to speak with the Blues over a possible transfer, while Manchester United are ready to make a £20 million bid in the summer.

The teenager looks set to decide his future at the end of the season and, while Le Saux is full of praise for Shaw's performances this term, he is convinced that the youngster is already in the right place to continue his development and improve further.

"I've been watching him play quite a lot," the former England international told Press Association Sport.

"He has the qualities of an attacking full-back who has a lot of pace and a lot of energy [and] his defending is getting better as he gets more experienced.

"He's still very young and, the more experience he gains for his club and at Under-21s level, I feel that he's in the right place at the moment and his development is crucial."

Were Shaw to secure a move to Stamford Bridge, he would replace Ashley Cole, already usurped by Cesar Azpilicueta, and Le Saux believes that the veteran Chelsea full-back's performances have dipped recently, leaving his England place under threat.

"I would pick the player that is in form, playing regularly and deserves it on past performance for England," he continued.

"When you look at Ashley Cole, you think of the high standards he's set himself over his career and, when I've seen him play, he doesn't look as sharp as he had done before.

"Inevitably, after playing so many games and getting older, it does take a bit longer to recover from injuries and to maintain a level of fitness for that position, marauding forwards like he does.

"Maybe he's not able to play quite so many games.

"For Ashley Cole it's important he maintains his levels in training and when he plays. He's a fantastic professional, in terms of his attitude, and he has to maintain his focus."
