EU imposes two-year punitive duties on China solar panels
The 28-member European Union on Monday said it would impose punitive duties on solar panels imported from China in line with an earlier proposal made by the bloc's executive, the European Commission.
Negotiators in Brussels said the duties would be slapped on Chinese companies which did not comply with export rules agreed jointly by the EU and China last summer, with the punitive tariffs to come into effect on December 6.
From the EU's perspective, the move is meant as a reaction to Chinese companies selling their products abroad below the cost of production or below the price in the domestic market, a practice known as dumping. This, the EU says, is aided by illegal state aid in many cases.
Trade war scenario
Making use of its right to go it alone while national investigations were still ongoing, the Commission imposed temporary duties on Chinese solar panels as early as June of this year, which are now to be turned into permanent punitive tariffs for a full two years.
Brussels and Beijing had earlier agreed on admissible price ceilings and import volumes to be exempt from the duties.
The protracted bilateral row over solar panel imports had led to an alarming level of tensions between the EU and China and had threatened the planned extension of economic ties between the two sides.

The lawyer of Dr. Shakil Afridi, the man who assisted the United States in finding the whereabouts of al Qaeda's former chief Osama bin Laden, complains that his client is not treated well in prison, and that Afridi is being falsely implicated in a treason case by Pakistani authorities.
In May 2012, Afridi was sentenced to 33 years in prison for treason, but a court in the northwestern city of Peshawar overturned the ruling in August and ordered a retrial. Pakistani authorities have since kept him in solitary confinement in a secret prison. Only few officials can meet or talk to the doctor. Afridi is not allowed to speak to his family or the media. A tribunal is set to hear his appeal on December 9.
Bin Laden was killed on May 2, 2011 by US Special Forces in the Pakistani city of Abbottabad in a covert operation. The Pakistani government claims that prior to bin Laden's assassination, Afridi had been working as a spy for the US Central Intelligence Agency (CIA), distributing fake vaccinations in Abbottabad in the hopes of finding a sample of bin Laden's DNA.
For years, Pakistan denied having any knowledge of the whereabouts of bin Laden - at the time, the world's most-wanted terrorist. That the former al Qaeda leader was discovered in Abbottabad close to PMA Kakul, the Pakistani army's prestigious military academy, caused much embarrassment to both the military and civilian leadership of Pakistan.
Afridi has now demanded better conditions in jail in a letter that his attorney Samiullah Afridi has presented to the media. 'I have been arrested and implicated in a false case,' Afridi said in the letter. 'I am perhaps the first Pakistani who has been denied access to his lawyer. What kind of justice is this?'
'Rights denied'
'The Human Rights Commission of Pakistan has already said that every citizen has the right to due legal process, which was certainly not given to Afridi,' prominent Pakistani human rights activist Asma Jahangir told DW in an interview.
Rights activists say that Afridi's case is highly sensitive and shrouded in mystery because of the involvement of the US and Pakistani spy agencies in it.
Riaz Shaikh, a political analyst in Karachi, is of the view that even the apex court of Pakistan is not ready to take up the doctor's case because it has 'certain limitations' when it comes to matters of national security. He says that the international community, too, has stopped pursuing Afridi's case.
'The US initially put pressure on the Pakistani government to release Afridi but I think it has compromised on it to improve relations with Islamabad,' Shaikh told DW.
Drive against polio
Afridi's case has also had a negative impact on Pakistan's drive against polio. The Pakistani Taliban say the polio eradication campaigns in the country are un-Islamic and are being used by the US as a cover for spying. The militant Islamists have blocked anti-polio inoculations in the restive tribal region of Waziristan and some other parts of the northwestern Khyber Pakhtunkhwa province bordering Afghanistan. They have also killed several vaccination workers.
Vaccination problems have led to a rise in polio cases in Pakistan. In 2011, Pakistan recorded 198 cases of the disease - the highest number in a decade. Polio is also endemic in neighboring Afghanistan.
Shahnaz Wazir Ali, an advisor to former Pakistani Prime Minister Raja Pervez Ashraf, told DW that the Afridi affair had made it difficult for the authorities to conduct this campaign.
'People think that agents like Dr. Shakil Afridi work in polio immunization teams, and that might put their lives at risk,' she said, adding that the anti-polio campaigns did not involve blood and DNA tests.
For his part, Wajahat Malik, an Islamabad-based social activist and filmmaker, believes that since the Afridi incident, 'the polio eradication campaign has lost its credibility in Pakistan.' Pakistan is rife with conspiracy theories, he told DW.
Despite several appeals by the government where it has emphasized that its drive against polio has nothing to do with Afridi, people have so far refused to cooperate with the authorities.

Kuwait's top court on Monday upheld as constitutional a disputed law under which people who "offend" the emir can be jailed for up to five years.
The constitutional court rejected challenges by lawyers defending activists to demand the penal code provision be abolished for allegedly suppressing freedom of speech guaranteed under the basic law.
Emir Sheikh Sabah al-Ahmad Al-Sabah is described as "immune and inviolable" in the Kuwaiti constitution.
"It is not acceptable that the highest position in the country should be treated like other individuals," the constitutional court said in a written verdict.
The court, whose rulings are final, added that failure to protect the Kuwaiti ruler could threaten the unity of the oil-rich Gulf state, its internal security and the regime itself.
Courts have used the provision, known as Article 25, to send dozens of opposition MPs, activists and tweeters to jail for insulting the emir and undermining both him and the authorities.
In April, Human Rights Watch called on Kuwait to scrap the article and stop considering "offending the emir" as a crime.
The New York-based watchdog said criminal prosecution for peaceful criticism of public officials violates international standards for human rights.

Manchester City manager Manuel Pellegrini has dismissed claims Sergio Aguero will leave the club forReal Madrid next summer.

Newspaper reports on Sunday suggested that the Argentina star has been identified as the Spanish club's top transfer target.

But Pellegrini is in the dark over any such interest and is confident Aguero wants to stay in Manchester and has no interest in joining the Blancos.

"I don’t know anything about that [interest from Real Madrid]," Pellegrini told reporters. "I don’t think Sergio wants to leave so it’s not a problem for us."

Pellegrini also heaped praise on Samir Nasri, who scored twice in a 3-0 victory over Swansea City on Sunday.

He said: "I think that Samir played very well, especially in the second half. I think he is playing like he is free and happy, and he feels again like he is an important player. The way the team plays is very comfortable for him.

"You know that he is a big player. He has played here for three or four years and I have seen when he has played against me in the Champions League he is very good player.

"He is again playing in the way he knows how to play."

Despite his side not being at their absolute best, Pellegrini hailed his defence for keeping a Swansea side who dominated possession quiet for much of the match.

He added: "I am very pleased because we won against a very strong team. Swansea aren't easy to play against because they have a lot of possession of the ball.

"We played too quickly in the first half and after the goal we lost the ball too much. We defended very well and they had just one clear chance. We improved in the second half and scored twice more."

Sergio Ramos has stressed that he has no intention of leaving Real Madrid any time soon amid recent suggestions that he has set his sights on a transfer away from the Santiago Bernabeu side.

A number of reports claimed that Ramos has fallen out with club president Florentino Perez over a wage dispute and consequently wants to leave Madrid.

However, Ramos has now insisted that he has a perfectly good relationship with Perez and is keen to retire at the Bernabeu outfit.

"I’ll repeat, our differences were nothing to do with the contract. I’ve got three years here and I’m relaxed and I’m not looking to leave," the defender was quoted as saying by AS.

"I feel privileged and if I could, I would retire here. 

"I’m not going to talk about the differences between us because it’s a personal matter, but I can say we have a great relationship. I’ll never forget who the president here is and I know he’s in charge."

Ramos, 27, has a contract with Madrid until June 2017
