David Cameron hails nuclear power plant deal as big day for Britain

David Cameron has hailed the UK government agreement with French-owned EDF to build the first new British nuclear power station in 20 years, saying it was a very big day for Britain and would kickstart a new generation of nuclear power in the UK.
The energy secretary, Ed Davey, claimed it was a great deal for consumers and would result in energy bills falling by more than £75 by 2030.
He added: "If we don't make these essential investments … we're going to see the lights going out."
The 35-year deal, struck at £92.50 per megawatt hour, is twice the current wholesale market rate for electricity, and will be attacked by some as a massive subsidy to help another non-carbon fuel, with the funds going to the French taxpayer and the Chinese government, which has a minority stake to build the new plant at Hinkley C in Somerset.

With the deal between the UK government and EDF announced on Monday morning, Cameron said: "This is a very big day for our country: the first time we've built a new nuclear power station for a very long time."
He said the deal would be the first of many "kick-starting again this industry, providing thousands of jobs and providing long-term, safe and secure supplies of electricity far into the future".
The subsidy inherent in the strike price reflects the risk in constructing the plant, uncertainty over the future market and the need to reduce the UK's dependence on carbon fuels, such as coal and gas.
But the deal comes at a politically sensitive time as the government fends off criticism that government-imposed green subsidies are pushing up the price of electricity.
Cameron has rejected a Labour proposal for a 20-month government-imposed freeze on energy prices.
The shadow energy secretary, Caroline Flint, said Labour supported nuclear power, but claimed: "David Cameron is now in the ridiculous position of saying that they can set prices 35 years ahead for the companies producing nuclear power, while insisting they can't freeze prices for 20 months for consumers while much-needed reforms are put in place."
Davey said 57% of the jobs and contracts would go to UK contractors, a way of rebuilding the country's nuclear skills.
The two planned pressurised water reactors at Hinkley Point C will be the first to start construction in Europe since Japan's Fukushima disaster and the first in the UK since the Sizewell B power station came online in 1995.
The new reactors, which will cost £14bn, are due to start operating in 2023 if built on time and will run for 35 years. They will be capable of producing 7% of the UK's electricity – equivalent to the amount used by 5m homes.
In details released on Monday morning, the strike price – the fixed price at which output will be sold – has been set at £89.50 per megawatt hour for electricity produced at the new power station. That price will be fully indexed to consumer price inflation. But the price, at 2012 prices, is dependent on EDF moving ahead with a second plant, Sizewell C, in Suffolk. If it decides not to proceed, another £3/MWh will be added to the strike price for Hinkley, bringing it up to £92.50/MWh.
The reduction reflects the fact that advanced costs for a "first of a kind" nuclear power station are high, but reduce with each successive new plant as economies of scale kick in, the official said. The strike price covers not only the costs of building Hinkley Point C, but all decommissioning and nuclear waste management costs.
EDF was thought to have started negotiations demanding a figure of £100, with the Treasury's gambit being £80.
EDF, which is majority-owned by the French taxpayer and whose investment is likely to be guaranteed by the UK Treasury, will have to start depositing money into a special fund for such liabilities from the start of the project. The government has still not yet completed the process of agreeing a system of storing the waste.
The agreed strike price should allow EDF to make a 10% rate of return on the project. Costs would fall for taxpayer if EDF managed to refinance its package in the future, so sharing the gain.
The strike price is expected to be reviewed 7.5 years, 15 years and 25 years after the commercial operations date of the first reactor as well at the end of the contract term. Protection would be provided for any increases in nuclear insurance costs as a result of withdrawal of HMG cover.

A source told gossip website TMZ.com that Dina spent a couple of hundred dollars on crystals, incense, sage and other items believed to have healing and cleansing powers in Crystal Fantasy in Palm Springs, California, last weekend, as she apparently wanted to remove all of the bad energy from their property in the area as Clint had recently stayed there with his new girlfriend.
She was also overheard saying she still loves her famous husband and that their split is 'unreal and heart-breaking.'
Dina, 48, first revealed in August that she and Clint amicably separated last year after 17 years of marriage.
She initially insisted they were still good friends, writing on Twitter: 'I don't like reading negative things about Clint. He is a wonderful, good natured, brilliant person. No matter what, I attest to that.'
But she later confessed she was very upset after seeing pictures of the 'Gran Torino' star on a date with Erica, even though she is reportedly dating Erica's ex-husband Scott Fisher.
She said: 'I am saddened to see photos of Clint with Ms. Tomlinson-Fisher. I look forward to new beginnings.'
The former couple have a 16-year-old daughter, Morgan, together.

A source at one US publisher told the Daily Star Sunday newspaper: 'Whoever gets her will be sitting on a gold mine.
'Her book is guaranteed to top the bestseller lists in virtually every country on the planet and even an advance of that size would be recouped within weeks.'
A friend of the 'Salt' actress - who has six children, Maddox, 12, Pax, nine, Zahara, eight, Shiloh, seven, and five-year-old twins, Knox and Vivienne with fiance Brad Pitt - revealed Angelina thinks 'the time is now right' to pen her book, and she won't be holding back.
The insider said: 'She has always wanted to do this and believes the time is now right ... She has never known such peace and fulfilment in her life.
'There are demons in her past but she is in a place mentally and spiritually where she feels comfortable enough to write about them honestly and put them in context.
'No issues - apart from those that might damage her children's privacy - will be taboo.'

Fiorentina ended their 15-year wait for a Serie A home win against Juventus on Sunday as a Giuseppe Rossi hat-trick saw them triumph 4-2.
Antonio Conte’s side took a 2-0 lead into the break thanks to Carlos Tevez and Paul Pogba but an incredible 15-minute spell saw Fiorentina turn the match on its head as Rossi took centre-stage to inspire the hosts' comeback.
The Italian pulled one back from the penalty spot before equalising with a powerful finish. Joaquin gave Fiorentina the lead in the final 15 minutes and Rossi completed his hat-trick late on after Juan Cuadrado's clever pass.
Vincenzo Montella's side came into the fixture having only picked up two points from their last three league matches, but he felt only one change was necessary as Facundo Roncaglia replaced Nenad Tomovic, while Fernando Llorente and Pogba replaced Fabio Quagliarella and Arturo Vidal for Juventus, the latter dropped after returning late from international duty.
Tevez and Llorente went close in a quiet opening half hour, the former heading wide while the Spaniard was denied by a Gonzalo Rodriguez intervention.
The Argentine defender would be at fault just a few minutes later, however. Tevez controlled and turned just inside the area, but was needlessly tripped by Rodriguez, allowing the former Manchester City man the chance from 12 yards, which he confidently buried.
The visitors added a quick-fire second in the 40th minute. Cuadrado burst back into the area to clear the ball, but his attempt while sliding flew up into the air rather than away and gifted Pogba an easy finish from close range.
Juventus went close to opening up a three-goal lead soon after the break as Claudio Marchisio poked the ball past Roncaglia and charged into the area, but Neto blocked the midfielder’s chipped effort.
The Brazilian goalkeeper was becoming increasingly busy and was forced into two more saves before the hour mark to deny Giorgio Chiellini and Andrea Pirlo.
The second half had been dominated by the visitors, but after Kwadwo Asamoah bundled Matias Fernandez to the ground inside the area, Rossi stroked home the resulting penalty with 24 minutes left.
Italy striker Rossi pulled Fiorentina level in the 76th minute as he held off his marker and then fired across Gianluigi Buffon, into the bottom far corner, as Juve began to rue their wasted chances.
Two minutes later, Montella's side completed the turnaround and took the lead. Second-half substitute Joaquin found space in the right side of the area and calmly guided the ball past Buffon to seal a memorable comeback.
What looked like being another defeat to the Turin giants turned into an emphatic victory as Rossi completed his hat-trick with nine minutes to go as he latched on to Cuadrado’s pass and fired low past the helpless Buffon, wrapping up the three points.

Angel Di Maria believes that Willy Caballero has done enough to win an Argentina call up after both players featured as Real Madrid beat Malaga 2-0.
Di Maria opened the scoring for the hosts on 46 minutes and Cristiano Ronaldo added a late penalty to seal the win, but Caballero produced a series of top-quality saves to keep los Boquerones in the game.
Speaking to Realmadrid.com, the former Benfica forwarded admitted that he was impressed with his countryman in the opposition goal and felt that he would not be unwelcome in an Argentina squad.
'Caballero is in great form,' the 25-year-old told his club's official website.
'He has shown how good he is against a great rival. I hope he has the opportunity to play with Argentina.'
The victory has moved Madrid to within three points of Barcelona, who were held to a goalless draw by Osasuna on Saturday, and Di Maria believes that los Merengues are threatening to hit a rich vein of form.
'We played a great match, that's what the coach wanted,' the former Rosario Central youth player added.
'We tried to do everything as well as we could against a team that are in good form. We are doing things well and improving as a team. We are working hard every day and at half-time the coach said he was happy with the job that we were doing and that he knew we could win the game.'
Madrid play Juventus in the Champions League on Wednesday before turning their attention to Barcelona at Camp Nou on Saturday
